İŞBAP
İŞBAP
The doctoral network of 2008–2012. For four years the mathematicians of Istanbul trained their doctoral students together, across their universities under the auspices of IMBM.
2008–2012 doktora ağı. Dört yıl boyunca İstanbul’un matematikçileri doktora öğrencilerini, İMBM çatısı altında, üniversiteleri arasında birlikte yetiştirdi.
From January 2008 to January 2012 the mathematicians of Istanbul ran a single doctoral and postdoctoral research network across their universities, funded by TÜBİTAK under its İŞBAP programme for cooperation networks. Boğaziçi University led it, with Koç and Sabancı as partners, and it was open to any university that wished to join. Betül Tanbay was the director of the project, and its scientific steering committee was the centre’s own.
How it began
The network grew out of something already happening. For more than five years Bilgi, Boğaziçi, Koç and Sabancı had been teaching some graduate mathematics courses jointly. Seminar series and workshops drew researchers from eight universities, and met on their campuses, at Sabancı’s centre in Karaköy, and at IMBM. This collaboration was turned into a formal application to TÜBİTAK on 27 September 2007.
Two networks, six groups
It ran as two projects side by side, each with three research groups. Analysis, Geometry and Applications (107T896) covered functional analysis, analytic number theory, partial differential equations, geometry, topology and mathematical physics. Algebra and Applications (107T897) covered arithmetic and finite fields, the theory of rings and modules, and the foundations of mathematics.
Between them they offered doctoral fellowships of up to two years, shorter ones for doctoral students to work abroad with a researcher their supervisor had chosen, postdoctoral fellowships, support for visiting scientists, and help for students from outside Istanbul to come to the schools and workshops. There was even an allowance for students crossing the city to attend a course at another university, so that the traffic would not keep them away. Taxi fares, the rules specified, were not covered.
What it did
Of the 74 activities, the analysis network held 43 and the algebra network 31. The universities taking part included Bilgi, Doğuş, Galatasaray, Işık, İstanbul Kültür, İTÜ, Mimar Sinan and Middle East Technical University as well as the three partners.
The application had set itself modest targets: about five doctoral fellows through their qualifying examinations, five papers, ten activities. It passed each of them many times over. Its final reports to TÜBİTAK, in January 2012, say that in bringing researchers and students together across the country it went far beyond what had been planned, and that it had laid the ground for a doctoral programme the research universities of Istanbul might one day run together.
Why the funding mattered
The same reports explain why the support counted for more than its size. State universities had too little freedom in how they spent to hold workshops and seminars — among the most important resources mathematics has — on a regular footing. Foundation universities often lacked the long view that basic science needs, and treated mathematics as a service course. The TÜBİTAK grant moved the foundation universities to commit three or four years of money to mathematics, and knowing that a budget would be there made it possible to plan workshops and summer schools a year or two ahead, as they have to be.
The centre’s part
IMBM was written into the application as the universities’ contribution in kind, and a large part of the network’s activities took place in the building. The two were run as one: the network’s scientific steering committee — Attila Aşkar, Rahmi Güven, Mete Soner, Tosun Terzioğlu and Ali Ülger — was the centre’s steering committee too.
Betül Tanbay directed both projects from Boğaziçi. As the work grew, others learned to run it with her: Ferit Öztürk for the analysis network, Müge Kanuni and Özlem Beyarslan for the algebra network, and Cem Güneri at Sabancı for the arithmetic group. The researchers named in the final reports were Mete Soner, Tosun Terzioğlu, Tekin Dereli, Alp Eden, Ali Ülger and Cem Yalçın Yıldırım for analysis and geometry, and Mete Soner, Tosun Terzioğlu, Ali Ülger, İsmail Güloğlu, Ali Nesin, Henning Stichtenoth and Alev Topuzoğlu for algebra.
Afterwards
Both projects closed on 15 January 2012. A successor was prepared that year, but the centre’s report for 2012–13 records that a similar TÜBİTAK project could not be brought to life.
The talks given at IMBM in those years are in the archive. The network’s progress reports to TÜBİTAK record, period by period, what it paid for. At IMBM that came to forty-six events and talks, listed below with the network that paid; each of their pages in the archive says so. Three still carry İŞBAP’s name on their posters: Christian Kassel’s lectures on noncommutative principal fibre bundles in October 2010, the İstanbul Contact and Symplectic Topology Workshop of May 2011, and the Workshop on Algebras on Discrete Structures that July.
From the network’s application of 27 September 2007, its sixteen progress reports and two final reports to TÜBİTAK, and the centre’s annual reports.
Başvuru kendine mütevazı hedefler koymuştu: yeterlilik sınavını geçmiş beş kadar doktora bursiyeri, beş makale, on faaliyet.
Ağın 27 Eylül 2007 tarihli başvurusundan, TÜBİTAK’a sunulan on altı gelişme raporundan ve Ocak 2012 tarihli iki sonuç raporundan ve merkezin faaliyet raporlarından.
